After letting Palmer to leave, Pep Guardiola has already begun to deploy Oscar Bobb, another academy graduate, and the Norwegian is capable of being just as good as the England Under-21 international.
The majority of that £45 million fee was also used to purchase Jeremy Doku from Rennes earlier in the summer transfer window. Doku cost £55.5 million and has outperformed the Chelsea No. 20 this year.
Manchester City may therefore be at ease with their choice.
