The Argentine wants Conor Gallagher to be at the hub of this core that he is seeking to establish, according to the same newspaper, which also claims James.
That might be an issue, though, given that the 23-year-old is still being connected to a departure from the team.
The Sun claims that Tottenham Hotspur, who are keen in Gallagher, would be able to pay £50 million to capture the midfield player this month.

Gallagher is undoubtedly having a great season and has been a vital member of Pochettino’s team this year.
The England international has played in 19 Premier League games and contributed four assists.
Chelsea should try to hold onto him as an individual, but it’s debatable if he possesses sufficient talent to support a squad constructed around him.
To be honest, the above makes little sense considering how much money was spent on other midfield players like Romeo Lavia, Moises Caicedo, and Enzo Fernandez.
Gallagher is the kind of player Chelsea should definitely have in their roster if they intend to contend for the Premier League title at some point.
He does put in a lot of effort on the pitch, as evidenced by his stats. This season, the hero of the Three Lions has made 52 tackles in the English premier league. Does he, however, possess the technical skill to play in a midfield that wins a title? That is really up for debate.
In any event, Pochettino appears committed to include Gallagher heavily in his plans.
